Constable who shot woman sues Louisville and police

Jefferson County Constable David Whitlock, who shot a woman in a Walmart parking lot last month, filed separate lawsuits Wednesday against Louisville metro government and the Louisville Metro Police Department, claiming he was unfairly targeted when the Metro Council recently mandated that constables can’t wear police-style uniforms or carry badges.
