Issue of Cowgill hiring sent to attorney general HERALD LEADER
Gov. Steve Beshear requested an attorney general's opinion Wednesday to determine whether the Council on Postsecondary Education acted legally when it hired Brad Cowgill as its president on Monday.
Beshear sent a letter to state Attorney General Jack Conway asking whether the council violated the "letter and spirit of the law" by not conducting a national search and by not hiring a professional educator of national reputation with experience in postsecondary education.
Those requirements are spelled out in Kentucky's education reform act of 1997.
Beshear said his questions are "crucial" to the council's operation, and he requested an "expedited review."
Meeting with reporters, Beshear said "it seems obvious to me that they did not follow the law."
