Beshear sent a letter to state Attorney General Jack Conway asking whether the council violated the "letter and spirit of the law" by not conducting a national search and by not hiring a professional educator of national reputation with experience in postsecondary education.
Those requirements are spelled out in Kentucky's education reform act of 1997.
Beshear said his questions are "crucial" to the council's operation, and he requested an "expedited review."
Meeting with reporters, Beshear said "it seems obvious to me that they did not follow the law."
