Governor Ernie Fletcher Appoints Family Court Judge for 57th Judicial Circuit
Governor Ernie Fletcher has appointed Phillip R. Morgan, of Monticello, as family court judge for the 57th Judicial Circuit, Division 2, which consists of Russell and Wayne counties.
“I am extremely pleased to have the opportunity to serve the first family court in the 57th judicial circuit,” said Morgan. “I applaud the Legislature for recognizing and addressing the family court issue. This job will be challenging, but I believe my previous experience will be very helpful in meeting the challenge.”
Morgan served as judge of the 40th Judicial District from 1982-83 and 2002-03, and of the 40th Judicial Circuit from 1984-1991. He received a bachelor’s degree in business and English from Eastern Kentucky University and a juris doctor degree from the University of Kentucky College of Law. He is a member of the Kentucky Bar Association and a former board member of the Appalachian Research and Defense Fund of Kentucky, which provides free legal help for people and groups who cannot afford a private attorney.
The judgeship was created by the 2006 General Assembly in an effort to reduce caseload. Morgan will serve until the seat is filled by general election in November.
